Is it? The artifact let’s you increase your power level past cap by playing more. What does that power let you do? They haven’t announced a reduction in scaling.

Pssssh...and there was this same kind of incessant negativity about those releases before they knocked it out of the park.
For all of Bungie’s blunders, one thing that is almost not debatable...is they hit home runs with their fall releases.
The power from the artifact let’s you attempt the hardest content. Without it, you’ll be 20 levels underleveled at least. That’s in the Vidoc. You can also craft specific weapons to go for those godrolls. That’s in the vidoc. Of course RNG will still be a thing. Honestly, as long as they aren’t tied to the most prestigious titles like they were, then whatever.[/quote]
D2 didn’t deliver, CoO didn’t deliver, Warmind didnt deliver, Forsaken didn’t deliver, Black Armory didn’t deliver, Jokers Wild didn’t delivered Opulence didn’t deliver. See the pattern? 2 years of hype trailers followed by disappointing released. Even Forsaken failed to deliver on what the hype trailer promised even if it was actually a good expansion.
Bungie has a track record with players and some players chose not to look past it.

Curse of Osiris was a mess though, I’ll give you that they was the lowest point in the franchise’s history. But I specifically mentioned fall releases.
