Pre-Ordering on Steam: Query about Regions and Pricing

Hello! :) An acquaintance in India is pre-ordering Shadowkeep, and they happened to mention the price: INR 1300 (Indian Rupees). Meanwhile, I will have to pay USD 60 to pre-order. Both of us are looking at the Digital Deluxe Edition :(too poor for the Collector's Edition). I am curious about the huge price difference: USD 60 is about INR 4300, and INR 1300 is about USD 18. (Again, we are both looking at the same edition: Digital Deluxe Edition on Steam.) My questions: 1 - Why is the price so different? That is a huge difference there. 2a - Is there any difference in the Digital Deluxe Edition bought for INR 1300 and the one bought for USD 60? Any removed or edited (changed, censored) -- or even added -- content? 2b - I played on Battle.net in the Americas regions with my friends in North America (with a couple folks in Europe, Asia, and Oceania). I intend to continue playing on NA/US, with my friends. If I buy the game for INR 1300, will I face any issues playing on NA/US? Will I have issues playing with those who bought the game for USD 60? (Or, vice versa, if I bought it for USD 60...?) 3 - Tangential to my questions above. If I purchase for INR, then I have to convert my store and wallet. Will that affect my current library -- US store and wallet -- or have any other effects? On either pre-existing or future or Destiny 2: Shadowkeep pre-order? I will be honest: money is tight, and if I can buy the game for only INR 1300 instead of USD 60 and play it with zero issues -- i.e. I should be able to play on NA/US with my friends playing on NA/US, play and experience the same content with nothing edited or removed, and the game should integrate into my (US) library completely and smoothly -- I would definitely want to save the 42 dollars (since INR 1300 is about USD 18). Thank you. :)

steam has international pricing that allows the same content to be sold at what is considered a more reasonable price based on the location. the version is the same just the price converted to the local economic environment. It is not meant as a way to obtain the game cheaper for US markets and may be region locked based on your account status/location. For example, I do not see India pricing I see the US pricing based on my location and account. edit: Short answer, if you and your account are not in India, that pricing is not available for your account
