I had an account on Xbox. It had all of my stuff on it, including Forsaken. Then, I get Destiny on PC, and start over because I didn't know I could cross save. I then log onto bungie dot net, and link my PC account to Shadowkeep. Keep in mind that this account has none of my gear that I've grinded hundreds of hours for. After finding out that I could cross save, I do it. I can play PC Destiny with all of stuff. But, when I go to see my Steam transfer details, it doesn't show my initial Xbox characters and gear. I shows my characters that I made on PC when I Hadn't and idea that I could cross save. Does this mean that when Shadowkeep comes out, I won't have all of my items? If anyone, or even Bungie could help me with this, I would greatly appreciate it.

Cross-save and the Steam migration are two separate things. Whatever characters and game licenses are on your Battle.net account, is what will be migrated to Steam. That means you will only see your actual Battle.net characters when viewing the transfer data. Cross-save allows you to link your various accounts, and choose one of them to be the sole save data that will be playable on all platforms. This includes your characters, and in-game inventory. It does not include game licenses, as you must purchase the game licenses for each platform you wish to play on. Cross-save also does not delete the characters and items from the overridden accounts. The save data for those accounts is simply made dormant while cross-save is active.
