When using a controller on the PC version of Destiny 2 (this is the easiest use case I can convey), the game will lock to 30FPS when you Alt-Tab out of Destiny 2 to free up Mouse and Keyboard for use on your computer.
The game still allows for you to control input using your Controller just fine, but the problem is that Destiny 2 locks your FPS to 30FPS when it is not an active window in focus in Windows. Even though the game is completely playable otherwise with no issues at all - controller input working without issue, there is an FPS lock in place.
There are other games that do not impose a hard cap of background FPS, or at least give you a toggle to set. From what I understand the idea behind it is to free up system resources when the game isn't in focus for other activities, but in some cases this is actually an ideal use case for multi-tasking or playing.
The proposed / ideal resolution I have in mind is an option of configuring Max Background FPS to the same affect of options that you allow for Vsync, such as "Off", "30fps", "60fps", "90fps", etc.
