A Humble Idea for Shadowkeep: Patrol PVP (Open World PVP)

"So, Zavala approached me abut this new threat we are facing on the moon. Something about it being the greatest threat we have ever faced. He wanted me to help you Guardians be prepared in the wilds and specifically when you are on your patrol routes. His idea was something to the tune of "sharpening ourselves against this new foe so we are prepared at any time for them." and "there is no better way to strengthen our light then to train against the best, ourselves." or something cheesy like that... So here's what I have got: see this little beacon I added to your clan banner? If you turn that beacon on, it will broadcasts a signal to other guardians that you are willing and able to battle them while you are planet-side patrolling around. Now there are some limitations... The beacon will automatically disable itself if you are in a landing zone, a non-combat area, or are on a mission. But if you DO happen to score a kill on one of your allies, you will earn: planetary materials, planetary tokens, and clan XP.
Guardian... I am not sure this is a good idea, but Zavala seems to think it to be the best way of getting you all stronger... Worst comes to worst you can just turn your beacon off and things will be business as usual. I look forward to hearing about your battles, maybe bring a clan-mate or two and really get people to grow stronger and smarter."
To the designers and engineers a Bungie working tirelessly on Shadowkeep, how "possible" is this? I work in game design myself and I am genuinely curious how much time and resources something like this would take to create.
