I know this topic has been done to death in the past three or so years. However I and many others still believe that bloom should be discarded. It seems that Bungie is more open to the community now than they were in the past so new discussion about bloom should start to happen. This will hopefully result in a game bungie and the community will love even more than they do now.

The main concern most have when it comes to bloom is the RNG present in bloom. It can make you miss because the game decided that you should. This is a problem because it can reduce the skill gap which in turn makes things such as competitive appear to be a joke. The problem with the RNG is that it can possibly punish players for being good whilst rewarding other players for being bad. If someone has spent years being able to get three headshots in a row they should be able to do so without fail and as quick as possible. Bloom makes it so the faster you can get the headshots the higher chance you have of missing your shots and losing the gun fight. Whilst the player that takes a very long time to bring the sights back to the targets head has near perfect accuracy and stands a better chance at wining even though they are a worse player.
Another problem with bloom is that it reduces the amount of weapons present in crucible. Since precision frame hand cannons have little bloom it is all that people use. However if one were to look at pc servers they would see a large variety if weapons being used. Such as ace of spades, thorn, and other hand canons besides precision frame hand cannons. If bloom were to be removed it would promote weapon diversity. Which is what Destiny is all about. If I am not mistaken isn't it about getting cool new weapons and trying them out? It is not fun to use a weapon you know you will be punished for using.
No bloom can also make it so more hand canons can be made with more varying play styles. If all bungie can design for competitve hand canons are precision frames that means that they shouldn't make competitive 140rpm hand cannons because they would be inherently bad based on the fact that they are 140rpm hand canons.
It can also help pve. In Destiny 1 hand canons felt very nice and fun to use in pve. However in Destiny 2 they do not feel nearly as good. Granted they still feel amazing however they could feel much better if bloom did not hold it down.
Without bloom the skill gap can increase, weapon diversity can increase, more viable competitve weapons can be made, and pve gunplay can feel even better than it is now. That is why I and many other feel that bloom should be removed from Destiny 2.

Bloom is fine. Without it handcannons would have 99.9% accuracy, which isn't realistic. They are pistols, not railguns with auto-aim. No one hits 100% of their shots, so it helps. Could you imagine Not Forgotten being more of an easy-win button than it already is? Like someone esle noted, that was the D1 meta and it was terrible.
