I just hopped back into Destiny 2 on PC (where I don't own any DLCs) and today I noticed that I was able to level above 20 and I got gear with a powerlvl. of 301. Wasn't the Level Cap for non DLC owners 20 and 300 powerlevel? Or did that change?

In the 2.5.0.1 patch, the year 1 expansions Curse of Osiris and Warmind were both unlocked for all players. This is likely due to the announcement of Destiny: New Light, which basically is all year 1 content being released for free on all platforms. Your new max level is 30, and your max power level is 380. Additionally, you also have access to the Eater of Worlds and Spire of Stars raids. Come September, you will be able to play your selected characters on all platforms via Cross Save.

When looking up your name on wastedondestiny.com , it says you own the expansion pass already on PC. That may be why you get stuff above 300.
