I know it's been a while since you asked, and I tried to find the old post using the filter tools (not sure where search is). Anyway I hadn't gotten my Luna's yet so I didn't feel qualified to make a full opinion. I can totally see why it's getting nerfed, because it's really good and probably overused. it will be interesting to have a 150 precision frame hand cannon. however i will miss getting the precision damage buff in PvE, so if you can find a way to leave Magnificent Howl's precision buff in PvE that would be rad.
