I think it would be nice to see Oathkeeper get a buff that makes it affect Moebius Quiver tether. Right now Quiver tether is bad in both PvE and PvP. My suggestion is that Oathkeeper works as an exotic that benefits that subclass. I think that Quiver is one of the few sub-classes left that doesn't have an exotic dedicated to making it more potent.
Here is my idea:
Oathkeeper buffs "draw time" of shadowshots on quiver tree as well as grants super duration in diminishing returns on successful hits.
One of the biggest issues with quiver is that you are exposed doing animation for quite some time. This isn't to bad of an issue when using top tree as you only fire one shot and its done. With quiver, you want to make the most use of the shots and tether as many times as possible/ do the most damage to a boss as possible, but attempting to do so will get you killed very often. By buffing the "draw time" I mean just decreasing the length of the animation significantly allowing for better mobility during the super.
I think that this would be a great compromise because as of right now Oathkeeper serves no purpose besides using something like Le Monarch, but even then a decent player is already good enough to get the perfect draw fairly consistently.
