Old: Reloading while Outlaw is active increases your rate of fire.
New: Dealing damage increases your rate of fire and stability. Reloading while Outlaw is active maxes out your rate of fire.
This will give it a zen moment feel while the rof slowly increases. When you see that you have outlaw active, you reload to max out your rof and stability. In theory, you will only be able to achieve rapid-fire (540rpm) if you proc while outlaw is active but this grants a passive boost much like zen moment. That passive bonus will give it a competitive edge in pvp while able to shred ads in pve more consistently.
or you change the intrinsic perk High-Impact Frame on pulse rifles

Old: Slow-firing and high-damage. This weapon is more accurate when stationary and aiming down sights.
New: Slow-firing and high-damage. This weapon gains increased fire rate the deeper into the magazine. Dealing damage while aiming down sights increases its accuracy.
This way you do not need to add the passive boost to Desperado. The perk acts as intended but gets the full benefits of a high-damage pulse with a higher usability in all activities. Also, this boost the entire High-Impact Frame Pulse rifles which are currently sitting at the lowest active use in the player base.
We could also see an introduction to a few new pulse rifles using this frame along with another brought up from y1.
Wait, where is this from?
