Yep, hard to argue with that. The loot is lacking and, as far as those perks go, I'd honestly rather see a full overhaul to something more like the Warframe system. Way more flexible. Or something closer to D1 where I pick a weapon/gear piece and it unlocks and gets better through use.
It's not that the annual pass content is bad in itself imo but it's just not very lasting.
Forges got old fast and the character based unlocks were tedious. The weapons themselves? Well, the Hammerhead is great but personally I spent months grinding for the curated Kindled Orchid (getting many duplicate drops of other stuff I didn't care about along the way) only for it to be pretty lackluster. Forge mods that only apply when you're in the forge? Why? Same with the Gambit Prime armour, perks needed broader application to give the sets longevity.
I could go on but basically I think my biggest issue with the annual pass is that it's still just really siloed from season to season. Story doesn't join up and so much gear becomes obsolete unnecessarily with very little exciting new stuff to replace it.
Hopefully they'll do a better job and take on some of the feedback for the next annual pass and they give you a real reason to return to the game.
