They've used sandbox features, from new subclasses to random rolls, as selling points for everything they've released. You also need Forsaken and all previous DLC to play the current version of the game, so any sandbox features that get added are paywalled by that cost. Entire gameplay features of similar size in other games have been added for free, so trying to argue that paying for DLC is fine is just silly.
