The biggest issue woth cores (besides them being necessary for infusion which is assinine) is they don't provide any impact to the game. They aren't impactful. Masterwork perks are barely, if at all, noticeable.
The armor perks are garbage and are not percievable.
The weapon perks are barely percievable and dont have any impact on player experience.
So. Cores are a rare commodity that is useless and lacks impact. Thus, Bungie's reasoning is faulty. Thus, they should be removed.
OR.
Make masterwork perks percievable.
Either way, remove cores from infusion.

The armor perks I can't perseive, but the masterwork weapon making kills bleed orbs is pretty noticable.

Weird I have several armor sets that are masterworked that I use, and I notice elemental damage on one over the other, but it is not as [i]noticeable[/i] as a he weapons masterwork perks, which can make a pretty big difference. If you don’t see the utility of masterworking, then don’t. You will have more masterwork cores to save for leveling gear you like.
