Can't the scorn bring back like all of these legendary enemies like Skolas and aksis, the archepriest who took that ogers eye, basically every boss level fallen we've ever fought, house of winter Kell, like every single Kell and archon known to humanity and eliksni to serve as scorn, and why wouldn't they

Skolas would rather die than be a pawn. Aksis has more SIVA in him then ether. Taniks can just reupload himself in a new body. Vosiks is probably the same as Aksis. Koviks was probably entirely SIVA Enhanced too. Aksor is confusing.....as it's not clear if he got Taken or another did. (I presume another did.) The other Kells we killed...I doubt Fikrul would rez them. Previous Barons and others.....is probably the Undead Army we see. Fikrul did turn Krask into a Dreg by docking him....yet in that card it never says he killed him...though I'm sure he very much did. . In a weird twist...it would be cool to see if Fikrul did resurrect Skolas...and Skolas gives him the finger by offing himself.....or by aligning with Humanity.

They’re dead long after the scorn came so im guessing their bodies were decomposed, pillaged or eaten by vultures.

I believe no on the SIVA infused Fallen. From what I remember they stopped using ether like normal Fallen, just using it to make them stronger but not needing it (could be totally wrong though)

Aksis doesn't need ether since he put SIVA himself on his body. (The splicer who took out the Ogre's Eye, was Kovik, The High Splicer Priest, not Vosik, the Archpriest) Fikrul can't bring back Aksis, because he doesn't have ether inside his body.

I love how Bungie made the Fanatic "death proof" for now. I honestly don't think we are going to see him again besides strikes in D2. I personally feel like the Stolen Intelligence lore card about Fikrul is a setup for D3. That would be awesome. And plus we have the other Fallen escapee from the Prison of Elders trying to reform the House of Devils. The Stolen Intelligence also states that Crime Syndicates are on the rise too. We still haven't found out who is in charge of the House of Dusk. We have taken a toll on that House, so if they are desperate, they will use the SIVA on Nessus in the Exodus Black. I thought D2 was boring with what they did to the Fallen. Only 1 House and then they added the cheesy Kell's Scourge Syndicate that looked no different then the House of Dusk. Imagine in D3 we get Scorn, Reformed House of Devils, a Fallen crime syndicate faction, House of Dusk, and potentially SIVA infused Dusk Fallen.

Thing is we don’t know how much of their past selves they’d retain. Low level fallen like dregs and vandals are easily manipulated on top of the horrible changes that occur. But high level fallen like kells and archons are a different can of worms. Fikrul was an Archon Priest and he remembers everything about his past. It would all depend on how much of their former identity they retain.

He’d have to find the corpses of these enemies [b]and[/b] the corpses would have to be intact-enough to revive. For example: what was left of Skolas’ body after he was killed was probably disposed of. And Aksis’ body would probably be too machine to use. This is a genius idea, though. I want my Kells back.
