They spent the time, resources and money focused on the Arc subclasses (maybe late....but still needed) and instead of just dropping them in the sandbox, they are wanting people to maybe go back and play a subclass they may not normally play.....or for Arc runners an “opportunity” (if you will) to showcase the Power of Arc. It is a way to promote changes in the game that were desperately needed.

When it's a balancing update. It's PR. Nothing more. Nothing less.

It's lazy and eloquently worded to make the results APPEAR better than they are.
