After this patch, the warp uses massive chunks of super energy, and the super itself passively drains much faster, giving you less warps on top of that. Then, as the OP mentioned, by the time you catch up and charge an explosion your target will have escaped the radius because of the blast radius nerf and movement speed while charging nerf. Oh, and to top it all off, blasting and charging takes huge amounts of super energy now so you only get one chance to do catch up and get a kill before your super runs out.

To add on to that they made it so that the “warp” has a noticeable delay between each activation, making it a waste of super energy and not allowing for very effective movement
