Since the release of Destiny 2, the top tree bow was just not very good in pvp as a competitive option to shut down supers. The reason it bearley does this role is due to how slow the tether activates when it hits a target. When the tether hits the ground and activates there is a delay of course but there is also yet another delay when the tether hits a guardian and supresses them. It is noticeable enough for me to die to a super before the tether actually works and then the enemy guardian gets tethered. The other option is to use the super and directly hit the roaming super but that is not always an option due to better pvp players. The best fix for fix is to reduce the dealy time on the top tree bow to tether enemy guardians faster and shut down supers more consistently even if the delay is reduced only a little bit.
