Savathune. She is responsible for everything. Her plan was put into action long before the guardians were ever a thing. She is responsible for the anomaly that created the Awoken, she is responsible for the creation of Quira or however you spell it, and then tricking Oryx into giving it to her. She is responsible for tricking Mara into thinking she was the one that tricked the guardians into killing Oryx so that she could take his throne world for her own with little to no work. She is responsible for the creation of the guardians so that they can be used in a complex wish to eternally give her power by tricking her daughter into thinking she would overthrow the Dreaming city by releasing Riven only to have Riven die and be reborn by the hands of the very tool created to give false hope... the guardians. Savathune is responsible for everything that has happened. All so that she can have the toy at the bottom of the cereal box... the traveler, more so its ability. Oh, one more thing. Toland isn't talking about the queen whenever he is warning you about being used by her. He is referring to Savathune.
