Extremely low damage on weak enemies
I'm currently power 520. While on Dreaming City, and other high-level places, I seem to unleash a good amount of damage with big numbers flying around. In low-level places, However, like Trostland, headshoting the weakest fallen with a sniper rifle will sort like 300 damage, while doing the same to a Scorn enemy will sort out 35.000 damage. I'm worried I might be bugged somehow (?) Like my damage output is being ridiculously matched to the enemies lv? Or maybe my damage is just being dampened?
Does anyone experiences this as well? I'm a new player so I'm sorry if this is common knowledge, but I couldn't find anywhere, so....

Your damage scales to the enemies you're fighting. If you're severely under-leveled, you will do reduced damage, or even no damage, but if you're over-leveled, you damage scales down so you can't go around killing everything in one shot.
