Keep reporting. Bungie will ban those accounts eventually; most likely recoveries. They make big money booting opponents offline.

I have written in my post that a rapid-fire glitch guy has been on a rampage in my connection for over a year now. How many reports with video proofs do they need to ban him? A thousand?

You shouldn't need to. They don't ban people who actually break the law but they ban me for nothing. and I mean nothing. It's -blam!-ed up.
