Outlaw on a Shotgun

I have a Toil & Trouble shotgun with main perks as Outlaw & Pulse Monitor, but I just got another Toil & Trouble with Slideshot & Moving Target. Which one should I keep?

Definitely the 2nd one. Outlaw is basically useless seeing as the spread will end up killing the enemy. Honestly didn't even know outlaw was an option on shotguns until now.
