While Forsaken has been a really welcome change to D2, with Cayde leaving, and different aspects of the game changing, some NPCs just exist in limbo in the game.
Take Amanda Holliday for example. She arguably doesn't sell anything useful at any point in the game, and she just exists to have life exist on the right side of the tower in the end game.
Along with that, the farm is dead. Once the tower opens up, you have no reason to go back. Maybe that's intentional, but seems like a waste of time and resources to make a really cool social space to have it die off after the campaigns done.
If I were designing the game, if a person exists in the world to interact with, there has to be meaningfulness behind their existence. Some vendors do this very well. (i.e. Drifter, Zavala, Hawthorne, Banshee,) Some however fall short with Forsaken (Ikora, Amanda Holliday, Tyra Karn)
I hope Bungie focuses on bringing these characters back with meaningful items to sell or give away. MY advice is quality of interactions vs quantity. I'd rather only 4-5 venders in the whole game if they have a lot of stuff to interact with vs 10+ with only rare, common drops. I also hope that when the clans revisit, they make a large impact because the world feels very alive when clan stuff is going on.
