It feels as though Spectral Blades suffers from the same problems that Arc Blades did in D1. I'm not a hunter main so take this with a grain of salt. A different perspective might be nice though.
I love the addition that consecutive hits increase hit speed. Absolutely solid single target damage which is where this tree really shines........almost. The problem I have with it is the targeting is too bad to reliably use your entire super to damage a single target reliably with your entire super. All too often I find myself just sliding through a boss or some such and have to re-position, re-aim, ect. This is a huge damage drop off and is why I think Spectral Blades feels really underwhelming right now. Aside from that, I feel that the super could do with an extra couple of seconds of length to assist getting rid of that feeling. Perhaps less reduction of the bar when you're not actively using skills so you have time to position/get to your opponent.
Those are really the only things I'd like changed about an otherwise very fun super to use as a great alternative to BB.
