I know others have made posts about the idea of a set bonus in D2, however mine is a little different as i would apply it to mods instead.
What is a set bonus?
A set bonus is a common system in other mmo's where you simply acquire a full set of weapons or armor and when equipped at the same time, grant bonuses, often based around the theme of the set.
Why apply them to mods?
I think the mod system is actually in a fairly good state right now, i really like the method of earning transcedent blessing mods to upgrade your gear as it adds a layer of customization and gives players a way to improve their character without affecting light level. I think with the addition of new mods and set bonuses, players could farm them, earning valuable rewards for their time investment, without ganing light level which would create a big gap between casuals and hardcore.
Why not on armor like other games?
While it could easilly work, such as having a full set of "Great Hunt" armor from the Last Wish raid, I think that would force people to use certain armor which they may not think looks good, or has bad rolls. Putting them on mods gives people the option to use them on whatever they want and allows them to be dismantled and reused.
So how would they work?
They would all have a name, a simple bonus per mod (like existing mods) and a set bonus when the required ammount is equipped at once as well as certain slots that they can be equipped to, such as how normal mods work right now. They could also be legendary or even exotic depending on how good he bonus is, or how easy to earn they are. Example below.
Name: Screebs Decree
Slot: Kinetic / Energy
Source: Tangled Shore Lost Sector Chests
Bonus: Extra damage to skorn
Set Bonus 2/2: Enemies have a chance to explode upon death
Fairly simple, but a great addition for more customization and build diversity, these mods could be more powerful and harder to get, or have different methods of getting them such as how the Transcendent Blessing mods already work, and could be on both weapons and armor. Feel free to ask questions or comment and what not. Thanks.
