Prophecy tablets issue

So I completed and forged prophecy tablet 10 but when I went back to brother Vance he did not offer me the “another verse” tablet. I have completed 5 tablets so I’m pretty sure I should get the final one. Is this a known issue?

He offers three random verses per week. If he didn't have any then you have done all the ones he has available.
