Some weapons are under used or just suck so I decided to layout what would make them usable and/or more liked in no particular order.
[i]I didn't have to add any of the other weapon perks but I thought if something is worth doing its worth over doing and I think its a good contrast to an altered perk to an unaltered perk.[/i]
[b]MIDA Multi-Tool[/b]
Exotic Scout Rifle

Corkscrew Rifling

Shots from this weapon knock the target back farther. • Slightly increases range

[spoiler]The fact that bungie decided to remove an exotic perk based on a game type is quite insane, so with that being said an easy fix to make bungie and the community happy is to simply keep no radar a thing but also allow the Mida to do its thing. This will make the weapon a very valuable asset and wouldn't change anything to the weapon itself.

Radar always stays active while aiming down sights, no matter the game type.
Hand-Laid Stock
This weapon is optimized for recoil control. • Increases stability

[u][b]IMPROVEMENT[/b][/u]
[spoiler]The time to kill on this weapon makes it a hard choice to pick over nearly any other legendary or exotic fusion (you'll be trading kills a lot!) so by making it have a much shorter delayed blast you could potentially mitigate its main flaw but also keep its intrinsic uniqueness. Also by adding slight tracking to the end of each bolt it would make it much more fun to use and hey why not.

Unplanned Reprieve
Fusion projectiles slightly track and attach/detonate with a short delayed Void blast.
Projection Fuse
Distance optimizations. • Increases range

[spoiler]Well frankly the perk sucks and is kinda stupid so to make this weapon even more of a power house I think it would be better to just bring back the old perk from D1. Reason being the orb economy is a bit different from D1's and by adding this back it would be like having a masterwork on steroids! Who doesn't like supers?![/spoiler]
Harbinger's Spark
Multikills with this weapon spawn Orbs for you and your allies.
Polymer Grip
This weapon's grip is made of lighter material. • Increases handling speed

[spoiler]Okay so Im not say this gun sucks or needs a buff but it has been under used it went from the 9# to 33# most used weapon in PvP. With there being so many more options that aren't in the heavy slot and are just as good or even better theres a reason it hasn't seen as much use. Aslo the reason I put "based on damage done" is because damage one to a target is most likey going to be pretty much the same (in PvP) and being able to permanently mark a target is a bit crazy.[/spoiler]
Insectoid Robot Grenades
This weapon's grenades are insectoid robots that chase and explode close to targets, marking them for a set amount of time based on damage done.
Linear Compensator
This weapon's launch barrel is well-balanced. • Slightly increases projectile speed • Slightly increases blast radius • Slightly increases stability
High-Velocity Rounds
This weapon's projectiles are particularly light and quick. • Increases projectile speed • Increases reload speed
Serve the Colony
Insectoid robot grenades quickly repopulate the magazine from reserves while the Colony is unequipped.
Composite Stock
This weapon has a versatile dual-purpose stock. • Slightly increases stability • Slightly increases handling speed

[spoiler]The Polaris Lance is a good weapon but the fact that its in the high impact/low fire rate archetype puts it in a bad spot plus it having a delayed and expirable explosive shot doesn't exactly make it top tier. If it was given a solar explosive round that sorta acted like a baby golden gun shot I think we'd see a lot more use out of it.[/spoiler]
The Perfect Fifth
Precision hits return ammo to the mag. Landing 4 precision hits loads a Solar explosive round for your next shot that can explode through multiple enemies.
Smallbore
Dual strength barrel. • Increases range • Increases stability
Tactical Mag
This weapon has multiple tactical improvements. • Slightly increases stability • Increases reload speed • Slightly increases magazine size

[spoiler]zen moment should be replaced with armor-piercing rounds because it couples well with the change I made to the perfect fifth.[/spoiler]
Armor-Piercing Rounds

This stock makes the weapon stable but heavy • Increases stability • Moderately controls recoil • Slightly decreases handling speed

This weapon is optimized for an especially explosive payload. • Greatly increases blast radius • Slightly decreases handling speed • Slightly decreases projectile speed
Extended Mag
This weapon has a greatly increased magazine size, but reloads much slower. • Greatly increases magazine size • Greatly decreases reload speed

[spoiler]Mechanized Autoloader is boring and changing it with something that has the potential to be overpower and awesome is a lot better than getting an automatic reload if you ask me[/spoiler]

I quit reading after you suggested leaving the radar on Mida during competitive crucible. That’s just dumb. No one would use anything else. There have always been plenty of exotics that are either PVE or PVP focused. I’m pretty sure we’ve had enough Mida metas.

Up Jade rabbits rate of fire about 20% and I'll say good enough 150rpm-180rpm

Jade Rabbit should have a perk that grants bonus precision damage after a kill and completely reloads the magazine. Thus allowing it to be the only high impact scout rifle in Destiny 2 to three tap.

How would the Jade Rabbit Firing thing not be a two-round-burst? Does it fire row shots at once? Ore can it fire two shots really quickly semi-auto and then have a short downtime in between the the next shot?

My problems with the Sweet Business in particular is the lack of upper limit, because with stuff like Rally Barricade or assisted by Lunafaction Warlocks, it'll be firing similar to a laser beam eventually and have theoretically infinite range. I'm sure that's also the point of what I like to call "Self-Destruction over Time" but it seems a bit much even for an exotic. If you could clarify or clean that up better then I'm all for that too, but otherwise, I'd like to have it spin up by aiming down the sights similar to miniguns/gatling guns in other games as one of it's Exotic perks. I look forward to any more of these threads in the future!

Just pointing something out, but with the jade rabbit rework you proposed it could be altered to a different idea. To clarify it's the headseeker perk you proposed. The perk is useless because that's already the main perk for the intrinsic exotic perk for the gun, and wouldn't effect anything. Don't get me wrong like I'm attacking at the idea, just remove that and the two quick shots idea is great already. If you wanted to add a different perk I would just say something like drop mag or extended mag choices for PVE and PVP respectively.
