I would really like to see Bungie look into a buff for the Scatter Grenades. As a Voidwalker main I care a lot about my grenades. After the introduction of the Nothing Manacles in D1 the scatters became my favorite.
Now in D2 they feel relatively worthless. They don't provide as much damage to a single target as a Vortex and they don't impact multiple enemies as reliabily as Axion Bolts.
So what can be done to make this grenade shine again? Right now they appear to act as a happy middle between damage (vortex) and enemy tracking (axion bolts) but they fail to be strong enough in either catagory to be worth the tade-off either way.
I'm thinking increasing the number of submunitions would do the trick. Make scatters a grenade that rewards smart placement, dealing lots of immidiate damage in a small area. Increasing the number of submunitions instead of just increasing the damage per spread the damage out across the area of effect. This, I think, would balance it better to keep it in that happy middle spot without rivaling the raw damage of Vortex too much.
Chaos Voidwalkers can overcharge scatter grenades to activate enemy tracking, this is already fine as is since it doesn't track as far or as strongly as Axion Bolts.
