I'll start off by saying that I hate random rolls. I don't want to grind for the same weapon over and over till it magically gets good I want to work towards making the guns I like be better. Exotic masterworks do this to a degree but I have an idea that could work, I think for everyone on both sides of the debate.
So to start we all know all of the vendors in D2 are useless. That said what if weapons dropped with *1* randomly rolled perk and we could re-roll this perk. To re-roll it you would need X number of tokens from the location it drop. ie if it dropped from nessus you'd need nessus tokens, if it dropped from a strike or a nightfall you'd need vangaurd tokens and so on.
Of course you would need to grind for these tokens and in the process might even get the drop you want. As well all vendors would sell at least 1 weapon per week with a fixed roll that could be randomized by the purchaser following the whole token re-roll procedure.
On top of this similar to exotic masterworks there could be a use based unlock perk that may be random and again re-rollable. For example If I get a better devils to drop and it has high caliber instead of explosive rounds I can re-roll it to have said explosive rounds. Now that I like it I can use it to get say 1000 kills and unlock another bonus perk. Maybe this perk is fixed like exotics or maybe it is re-rollable idk.
I think this ticks all the boxes grindable, uniqueable, and progressable.
