I doubt this would get that much attention, but how about this..
Instead of gathering XP to get an Illuminated Engram over and over again, we gather XP to get an Eververse token (much like how there's so many other tokens in the game).
This token would be used to select an engram type, considering how there's 8 categories of items in one Illuminated Engram. When putting the math to it, there's over 150 different items in 1 engram; meaning the chances of getting what you'd actually want are pretty slim. Plus, not to mention that Ghosts, Ships, and Sparrows; aren't taken out of the drop pool by means of the "said" duplicate protection. The only 2 categories that actually are affected are Emotes and Ornaments.
So by making 8 separate engrams, it allows you to choose the category you'd like to open (like armor, ghosts, ships, etc.). It would make getting what you actually wanted a lot simpler and easier then having to spend time and time again, getting the exact same ghosts/ships/sparrows that you've gotten before. Granting you more of what you want, and less of what you've gotten.
Thanks for taking the time to hear me out! :)

I'd be all for this. It's more player-friendly and allows you to narrow down the RNG, bettering the odds of getting exactly what you want. For that very reason, Bungie will never do it. They want you so frustrated with not getting what you want that you instead opt to spend hundreds of dollars to buy engrams instead. That's the nature of loot boxes (and engrams are loot boxes, even if only cosmetic): it's always rigged against you. Still, you have a good idea. :)
