Forgot she exist to be honest. No reason is given to why she has a robotic leg. Maybe the writers wanted to kill her off like most of the major characters in Destiny but at the last moment they setteled on amputating her leg, because who's gonna present SRL if she's gone?

Sir Douglas Bader didn't have no fancy robotic nor human legs and still earned his title of a Wing Commander. Didn't need no fancy walking noodles to become a legend, just needed pegs to push down on the the yaw.

There is a scannable interaction in the tower hangar related to Amanda. As you emter the hangar, continue straight past Amanda across the soccer area. You will see some stairs and a wall with diagonal beams. Use the diagonal beams to climb the wall until you get to a ledge. You will find a book and some papers you can scan. It's an autobiography someone is writing about Amanda called Fly Girl. It says Amanda was born on the road outside the city and she lost her whole family to the Fallen. I would assume that might be how she lost her leg.

Bungie changed Amanda completely with update 2.0 They gave her a mechanical right leg, changed her outfit & personality, and fixed her notorious cross-eye. The leg came without any real or meaningful backstory behind it.

I don't know much about her lore or legs but the robot portion wasn't added to the character model until The Taken King.
