CAN WE SAVE DESTINY OR HAS BUNGIE GAVE UP?
Destiny 2 is dying as the community slowly abandons ship, and I believe that the problem isn’t our community it’s the (partnering) system is lacking structural soundness. Since the launch of destiny 2, the number of dedicated-players and all but bleed dry. The story line forces guardians into a very tiresome and monotonous window of missions after the story-line has been completed and let’s face it destiny is supposed to be an end game content haven for guardians; the extremely limited dialog presented by strikes, missions, raids, and many other factors within these missions has caused the player base to dwindle.
So why don't Bungie release something worthwhile to its players. Something very diverse and ever changing like the players have always wanted. This would have the potential to truly evolve the community on every level. This would require a player to hone their skills in every mission and develop a seasoned brain to complete a single wave of a single floor. This diverse lair I speak of is a ((P.v.M) Dungeon, flooring system) filled with secrets lined to change with the smallest detail. The dungeon will use each enemy's strengths in hazardous conditions and will reward those with the highest amount of leadership, skill, unity, and knowledge. This teamwork I speak of could only be produced by a seasoned clan and will be restrict it to Clan Access only. This could be VERY REWARDING both for power gains and cosmetics. For more information on this please comment and address what questions you have on this topic, I would be more than willing to collaborate as I have already drawn out plans on some of the terrain and conditions guardians will be encountering.

Seems like someone wasn't around for vanilla D1 where it was just as dreary and dried up of content just as quickly.

It makes me hurt inside, to see such enthusiasm from fans who spend a great deal of time creating interesting systems, exotics, encounters, mechanics, and knowing there's literally zero chance of any of it happening. Bungie isn't going to take a forum idea. They have a whole army of creatives who are sensitive little flowers and who will have an attack of the vapors if the game ever ran with a customer's idea instead of theirs. At least in Halo, there was the Forge, and a dedicated fan could make his or her own content and share it. For Destiny, we have no such thing.

Considering that less than 20% of D2 players have even completed a raid I can't see how this content, that you've stated would only be manageable by seasoned clan players, is going to evolve the community. Sounds pretty elitist to me.

So TLDR basically use FFXIV's raid tiers just make the boss encounters rooms rather than just a boss fight. Well it depends on how many floors Bungie decides release. Each floor should contain a set amount of gear but not all of them so that you slowly climb up to the final "boss".

I don't think so. I'm usually floored when I raid. especially on Friday, Saturday, or Sunday nights. LOL
