One of the biggest things I enjoyed about D1 that was lost in D2 was chasing perk rolls and states on the armor or weapons I enjoy. Find the armor combination I wanted and getting the perks and states that complement my play style was one of the main items that kept me grinding in D1. Weapons with random perks made weapon drops special. Some times a solid weapon was crap with that roll, sometimes a crap weapon was solid with this roll. It made for moments like "Check out MY Badger. It has (blank)" This weapon could be cool with different perks: In D1 that means everytime you get one to drop you'd check the perks and see what you got. D2 this means you're instantly dismantling it, because the weapon is always going to be crap.
I'd really like to see Bungie take a page from The Division when it comes to loot and perks. The Division has three weapon perks. One can be re rolled, but then the weapon is locked. On top of weapon perk they have mods that effect the weapons states. Mag mods that effect reload, Scopes, muzzles, etc. Give me back my customization with random rolls.

Having 1000 guns with 10 decent ones is not a good system and never was. The current system has 150 guns and 10 good ones. The good guns are the good guns in both scenarios. Just because you have to check your Nameless Midnight and verify it has explosive rounds before deleting doesn't actually fix the issue. The issue is that there are only 10 good guns in this game. To fix this, they need a dynamic mod system with perk mods you can add to weapons. Random rolls just adds more bad loot to the poor loot table.
