On PC, they are stronger then auto rifles and can kill in 4 shots. This has been my experience in every match I’ve been in. Thing is that explosive payload needs nerfing, because it hasn’t got any falloff damage or range.
Hand cannons needs a range modifier as it can be deadly in medium and long range battles. Team assist ruins this game more as well.
You try 1v1 but no, an ally comes in to join and makes it a disadvantage to the other player. It becomes a handicap match unless the player has a super active.
Did a match where a smg with 900 RPM gets nailed by BD handcannon. Well done bungie, you’re lazy at fixing stuff.

It's not just handcannons. It's the team shot meta that D2 promotes like crazy. The TTK is ridiculous if your by yourself. D1 pvp had a great synergy to it but now I loathe going in to any pvp stuff.
