Haiti, yeah I’ve been there and Dominican Republic multiple times. Part of receiving aid means cooperating with said aid which Haiti didn’t do. They were volatile and tried robbing and fighting the UN on multiple occasions. They tried, if you want to point fingers at what happened to Haiti, start with the United States and their economic hit men that bled them of their resources for not playing political ball.
