items should cost more silver and the RNG drops % should be much lowered to incentivize paying for more engrams.
Also they should start releasing new foundry weapons with new and really strong PvP/PvE perks inside those RNG based engrams. Make the weapon drops in these about 0,04% so that players will be influenced to spend more for engrams.
Furthermore, throttle xp gains, engrams drop rate and glimmer gains for players who do not spend money on Eververse. Reduce those stats by 15% for every 12 hours played without the purchase of any bright engrams.
