Me and a few of my buddies have created up to 10 characters each bringing them to Max power and light to test this and several other things. The biggest glaring fault is the Damage leveling algorithm. At lower light and power the ability to deal damage is significantly higher as well as damage taken.
The best way to test this is going to the outskirts around power level 100-110. You'll find that you very easily deal damage to the servitor in fact you melt it's health. Return to the same servitor at max level and it's extremely difficult. This algorithm is not just against the servitor, but transfers to all aspects of the game. The higher the level and power, the lower your dps and damage threshold are. It has been recreated by me and my buddies many times over.
We ran NF 5 times to test a few things. Another example is the redbar knights. A warlock has to use 3/4 of storm trance to kill one, gunslinger needs 2/3 shots to kill one and FoH required to slams. It takes 2-3 magazines full of headshots (choose your scout or machine gun) to kill the redbar. But at lower light and power (closer to the original recommended) these knights are easily enough dealt with.
Please re-evaluate the algorithm.
