Only, instead of ramping up damage like Coldheart, it generates a Solar bubble on impact that gradually increases in size, and deals AoE damage, and refunds ammo on multikills. However, it came with a nasty bug where the AoE damage stacks with the damage from the beam, making it overpowered. Due to this bug, it can kill a Guardian in 1 second in Crucible. DeeJ put out a tweet recently about it, stating that they're fixing it, and that it would be mentioned in the next TW@B.
