EDIT: So, after a week of troubleshooting, applying suggestions and numerous reinstalls of Windows, I think I have identified what's causing the issue. It appears that it's the ASUS Fan Xpert software. The issue only occurs after I install this and doesn't get resolved by simply uninstalling it - you would need to Reset the entire Windows OS. So far, without this, I am getting full usage of my GPU and framerates are where they should be. Thanks to all that has offered suggestions, I really appreciate it and definitely added these to my arsenal of troubleshooting steps. Hopefully, this thread can help someone else later down the track who may have similar issues.
Hi everyone.
Hoping that someone can assist me with this. When I play Destiny 2 on PC, my GPU is not going over 40% usage and only landing at just under 50fps during strikes. I have done a clean install of the drivers, OS and the game itself. I saw that the clan issue before was not the issue, as I have left the clan and still have the same issue. My temps are not going over 40c as I have a custom water loop. My specs are:
Intel 7700k
Asus ROG Strix GTX 1080
Asus Z270-AR Mobo
16GB G Skill RAM
Whether overclocked or stock speeds, the same issue is there. My sister, who has the same set up, runs the game at over 100fps anywhere (as far as I have seen) and uses 80-90% of her GPU. I would appreciate respective suggestions I could try.

i have the same weird problem,i've played since the day 1 of destiny around 120fps and now i'm around 45 fps,i have changed all the settings, resolution etc... but i'm still under 50 fps and my gpu usage is around 40% while my cpu is around 70%. i have disable Hyperthreading and my game became smoother (from 45 fps with HT to 75 fps without HT but with a cpu usage at 100% and gpu usage at 55%) my specs : i7 7700k gtx 1070 16 gb ddr4 3600 mhz

If they're all the same OEM (part to part), maybe look at the CVARs ([url=https://www.bungie.net/en/Help/Article/46407]per the guide[/url]), to see if you can find any differences? (SuperKey/WinKey)+R -> %APPDATA%\Bungie\DestinyPC\prefs Even the smallest thing can make a huge difference.

I've had a similar issue with my 1070, it'll drop below 60 even if it's only at 70% usage. I have a i7 7800x and 16gb of ram, and neither of those are being used that much. I also have the issue if I try to push over 130 fps or so, on any setting it just won't go above it unless i'm in a menu, but my gpu may be at only 40%.
