It's not really a lie. People couldn't enjoy the tokens with a fireteam. People ran solo so they didn't have to split the tokens. Why run with a fireteam, and get 4 or 5 tokens, when you could run solo and get 12?
Now, it sounds like everyone will get the same amount from the chest (which is where they should have been to begin with).
