RNG-based reward systems have always sucked ass in my opinion. No matter how good you are or how much effort you put in, it's ultimately the game that makes the choice of whether or not you get what you want for your time and energy. It was for that reason that I believed having to jump through an RNG hoop to get the weapon you wanted, and then several more RNG hoops to get the exact set of perks you wanted, was a bit too much.
For me, it was something of a welcome change when fixed perks were announced, as it meant there was only one RNG hoop I had to jump through, which was simply to obtain the weapon.
That said, I can understand that other players want things to aim for to add replay value, and I agree that this is something that was severely lacking in D2. My proposed solution? Add an extra mod slot for weapons, and implement weapon perks as mods that can be placed into this slot. It would add further ways of customising our weapons, and instead of grinding for the perfect roll, we could then grind for the perfect mods for our gear.

And once you get the mod, then what, same issue all over again. Your points are correct however end game replay without rolls has no incentive. Remember that all the perks were changing including sites, not just adding one. Multiple interesting combinations. Balance limits and impacts the fun factor to the game. We are to be super guardians yet our supers are weak, wait forever to generate and guns are weak. Makes no sense. Everyone wanted balance, this is what you get. Facts speak for themselves, friend lists and clan lists are mostly empty now. People doing raids with teams for two years cannot put a team together. You simply can't ignore this issue. Casuals will get to the end game and have the same issue as well. However, they will not come back as the hardcore do. Everyone has an opinion like you and me. Thats a good thing. If you enjoy the game as is thats great, thats the whole point of playing. See you out there guardian
