What I mean by that is that they were mean't for Destiny 1.
Upon inspecting them everything seems fine, but when you actually equip them you can tell... something just isn't right. Did you skip leg day or something? How odd that almost every single piece of Titan gear is super bulky and overbearing, yet this one piece of gear is extremely thin. It almost reminds me of...Destiny 1? Now now, don't be silly we didn't data mine them from the D1 database so they couldn't be... right? Maybe they are just thin, maybe they got past the Look & Feel wall, or maybe they aren't meant for D2.
What really sold me on the fact that these were supposed to be a D1 exotic was that they were made for SMGs. "Wait, doesn't that go against your argument?" It would yes, however SMG's have small magazines, they are super thin, but take a look at the Peacekeepers magazine that sticks out of the left thigh and you'll see that there is no way that that clip goes into any SMG. In fact, it looks more like it could fit into an autorifle.
Now what does this all mean? Well I'm personally fine with them saving an exotic for D2, they did it with the Wardcliff Coil (formally Dubious Volley). The perk is great and is interesting enough. Thats all fine. The problem I have is the with the two points I made earlier: They are way too thin to be in D2, thus looking pretty bad when paired with other armor pieces; and the magazine is way too big for an SMG.
Yes the only problem I have with the Peacekeepers is how they look. Same problem I had with Twilight Garrison in D1, except the Peacekeepers aren't ugly, they just don't match well.
Will this ever get changed? Will the Peacekeepers get buff? (not "a buff" just "buff", thicker). The Answer: Probably not, Bungie has waaaay bigger problems in D2 than "Does this exotic match the look and feel of the game." Maybe in a year or two, but it's still unlikely.
I really just wanted to bring this to the attention of any other Titan that thinks "Hey these don't look right", so they can understand that they came from D1.

Much of the gear and content was created for Destiny 1. There is entire story behind the original concept being ripped into pieces and sold in DLC. This is old news. The Wardcliff coil was data mined 2 years ago.
