So very recently I've tried using Scatter grenades on my Warlock, and to be pretty blunt, it is by far the worst grenade in all of Destiny 2. The reason being is that it is near impossible to kill a person with this grenade unless you have someone in the equivalent of a straw.
I understand that Skip grenades and Swarm grenades do not have the damage to fully one-hit a Guardian, but the difference between those grenades and Scatter grenades is that they track, and take more than a Guardian's shield. Scatter grenade, even when placed directly under an opposing Guardian, can sometimes reach above the shield.
With options such as vortex grenades and Axion Bolts for Voidwalker, Scatter grenades are currently the worst grenade of the three, and are the most underwhelming, with no buff in sight such as Nothing Manacles from Destiny 1.

Bungie told everyone that they didn't want any gernade to one-hit-kill in pvp to avoid the gernade meta at the end of D1. So now the D2 gernades are more of a helpful tool to deal alot of damage during engagements.
