The problem with the first iron banner reward system is how inconsistent the token system was with rewards. First thing needs to happen iron banner loot drops in crucible again, its unexpected and made you feel good about the participation, second an alternate way to purchase weapons or gear from Lord Saladin. I understand they want our participation in the banner, but when I see a couple of buddies trying to assemble a full set of Iron Banner gear like so many others and failing even after tripling my package count on one character, that is a red flag of no-fun. I would suggest leaving in the rep tokens so we have a random chance at getting the armor we desire but introduce a quest into Saladin that would take a reasonable amount of games to complete that would unlock the vendor feature of purchasing individual pieces of gear probably for the same amount as we did the faction rally weapon for 50,000 glimmer. This would make it so that you still have to participate but still feel rewarded for crap luck in the RNG department, or continue the same practice of D1 featured 2 weapons 2 featured gear that we have to achieve a rank to be able to purchase with legendary marks. The game is suppose to have some grind, but also be fun.
Side note: I feel this was a bad idea for the first iron banner you can get a full set of everything in this first round, It concerns me that there will be nothing to acquire in the second iron banner, with fixed rolls and no gear perks the replay-ability is drastically reduced.
