It was on the surface. Afterwards Eris' fireteam went into the pit to try to kill Eris' soul but barely even made it in. Also I wouldn't say Eris and Toland were all that close. Especially not after he used her to get what and wanted and got them all killed except for her. Osiris doesn't even want to take over the tower. Saint went to keep him from doing anything dangerous. And what do you mean "vex empowered"? He was in a coma! She did have to consume a Hive worm in order to survive on the Moon.
