Umbrella Corps is the worst of them all, but out of the ones that are somewhat resident evil games I'd vote for 6 being the worst. Don't get me wrong, it's still a blast to play in a less serious manner.

6 for being pure, utter garbage with the biggest eyesore of a UI I've ever seen. After that is probably say racoon city followed by umbrella corps. I'm not a huge fan of the franchise though so I haven't played them all extensively.
