That's a law everyone would break, and newborns would be the most egregious violators. I can see it now. A baby is born, crying lustily. The doctor takes him, examines him, has him weighed and measured, then they wrap him in a nice soft blanket and then.... THEY SLAP THE CUFFS ON HIM!! AND THEY SHOVE HIM INTO A COP CAR AND HAUL HIM OFF TO JAIL!! His mom doesn't get to see him until he's 24 years old. Let's not.
