If you take a moment to consider the different pieces of the puzzle, it makes sense. And here are the pieces:

Now consider balancing. If all supers are supposed to be damageable easier with energy weapons, then how do we damage voidwalkers if they aren't in roaming supers? The easy answer is that we are supposed to damage the Novabomb itself instead. This is supported by the IGN Fireteam chat podcast. No they haven't played it, just been told, but given that we are supposed to be able to damage the super, it makes the most sense. Especially if you also consider that a Nightstalker's tether can be damaged in Destiny 1, so it isn't a new mechanic.
But how are guardians supposed to damage a Novabomb in Destiny 2 when we don't even have time to jump out of its range in Destiny 1? Easy answer: Slow down the Novabomb. Now enemies will have the chance to shoot it and hopefully destroy it (though IGN also says it will/may just break into the seekers early and still come at you; let's hope that that is balanced as well).
The next balance question becomes obvious. How do we make a slow moving Nova Bomb a threat if people can just jump out of the way or shoot it? Well, for one, it will track better than Truth (I mean, did you SEE that cornering?) to prevent people just running (or walking) away, and the ultimate question of balancing the threat level of something you shoot: health. If there is a larger Nova Bomb with a slower move speed, it should have a larger health pool so that people have to shoot it longer and are more likely to still get killed by it. This will, once again, have to be balanced but the factors together explain the movement speed.
There may also be a Lance perk, but hopefully a NovaBomb with the Lance granting skill tree equipped will have a lower health pool so that it can be killed quicker and still be balanced.
But I guess we'll see over the upcoming week. This is still good information to have with you when you see that giant novabomb coming at you.
