Sunrise bounty
So this is the only way to get Icebreaker correct? Anyone know the odds on this? I don't know, as I've just joined the RoI, and I got it on my first one.

You got lucky, enjoy it. Took me about a month of playing nightfalls on all three of my characters to get mine. Took a clanmate of mine almost two months.
