Tier 12 from silver dust packages?
I have a bunch of silver dust and I was buying packages from the kiosk looking for t12 armor. Bought about 10 so far and none are even close. Bad luck or can they not be rolled t12?

Keep opening those free armor packages and upgrade until you get t12. Easy peezy.
