Tier 12 from silver dust packages?
I have a bunch of silver dust and I was buying packages from the kiosk looking for t12 armor. Bought about 10 so far and none are even close. Bad luck or can they not be rolled t12?

Not sure if packages is the best, the desolate armor you can get from the kiosk can be T12 and can be bought selectively instead of RNG drops.
